The object is carved with Hetian yellow tone jade and is in the shape of a hollowed-out jade bi. The contoured part and the jade bi seem to have merged into one. The hollowed-out palace name Changle in seal style is decorated in the center. The top is surrounded by two phoenix birds on opposite sides. The phoenix bird in turn is surrounded by two opposing dragons. The lower end of the Changle character is adjacent to the upper edge of the jade bi. The bi is divided into inner and outer layers, and the outer layer is decorated with hollow dragon and phoenix patterns. The inner section is decorated with the four auspicious animals:  dragon, tiger, phoenix, and turtle.  There are obvious signs of ancient jade such as differential weathering, dissolved pits, and calcification It is a fine jade bi with Changle inscriptions of open-worked jade bi in the Han Dynasty.
